A Study on the Financial Stability of Long-Term Care Insurance : Focused on the Delphi Survey of Research Experts

Long-Term Care Insurance for the elderly in Korea has been expanded since 2008 through the continued expansion of guarantees. However, as of 2016, the budget deficit began to rise. The purpose of this study is to find financial stability for the continued institutional operation of long-term care insurance for the elderly. To this end, a Delphi survey was conducted on a group of experts with long-term care research experience.
It was analyzed in 4 dimensions: long-term care insurance contributions, long-term care insurance of state and local government share, changes of individual co-payment, impositions of pensioner, introductions of new policy. According to the analysis, the most relevant items were the imposition of insurance premiums on senior citizens aged 65 or older with income, compliance with the legal standard of 20 percent for state support, and the calculation method for insurance premiums. Based on this, policy intervention of long-term care insurance is required to ensure the continued guarantee of the long-term care insurance in the future.
